Preparation
Place the ground beef and onion in a cold, a large skillet over medium heat. Cook, stirring, until the meat is browned. When cooking the meat is broken up into small pieces with a spatula. More is better.
Add garlic and green pepper; Cook, stirring for 2 minutes. Add 1 cup of water. Bring to a boil, scraping the bottom of the pan with a spatula to dissolve all the browned bits.
Add the ketchup, brown sugar, mustard, Worcestershire sauce, salt, pepper and the last cup of water. Bring to a boil, reduce heat to low and cook for 30-45 minutes, or until most of the liquid has evaporated and the meat mixture thick, rich and delicate. Try and taste. Serve hot in soft rolls.
